Approval of Agenda

Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Lallo.

The question on the motion was called and the result of the voting is as follows:

Workshop

A.    Fiscal Year 2015/16 Budget

City Manager Brown stated there was a $131,000 shortfall.  They can monitor the budget during the year to address the shortfall.  He looked at the budget again with a real critical eye and went over it with Becky.  He looked at additional cuts.  He doesn’t have the final numbers yet.  They could adopt the budget with a shortfall.  Before the public hearing, he will explain the additional cuts and how they got to a balanced budget.  He will send it to council tomorrow morning for review before the meeting.   

Finance Director Schlienz stated property taxes were increased by 1.6%.  Fees and permits were increased.  Payment in lieu of taxes was increased.  Benefits for the city manager were taken out. A different percentage was used for cemetery and parks wages.  Full time, benefits, supplies, maintenance and service were decreased.  Part time wages were reduced for the Police Department.  Ammunition cost was reduced.  In the Fire Department, payroll put some overtime in straight time by accident, so that was reduced.  Equipment was reduced for the purchase of the cylinders.  Full time was reduced for the parks.  The reductions in parks and cemetery will need to be addressed for the next couple of years.  They have made great strides the last couple of years in reallocating wages according to where the employee is actually working.
