A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, March 3, 2015.
Council Member Jones delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Dennis Cooper, Mike Scheid, Jerome Lallo, Tom Jones and Ronald Gunderson.
Members Absent: None.
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Lallo.
The question on the motion was called and the result of the voting is as follows:
Ayes: Council Members Cooper, Scheid, Lallo, Jones and Gunderson.
Nays: None.
There were no public comments.
Bruce Feuerstein gave the Museum Board Annual Report.
A. Approve Independent Bank Checks 63641 to 63718 in the amount of $231,535.79 and Checks 63719 to 63727 in the amount of $37,895.36

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Lallo.
The question on the motion was called and the result of the voting is as follows:
Ayes: Council Members Cooper, Scheid, Lallo, Jones and Gunderson.

Following are the resolutions contained in the Consent Agenda.
D. Library Board Appointment – Maria Jimenez
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN, APPOINTING MARIA JIMENEZ TO THE ALVAH N. BELDING MEMORIAL LIBRARY BOARD.
WHEREAS, the City Council of the City of Belding, Michigan, desires to fill the term of Kathleen Flynn; and,
WHEREAS, the City Council desires to appoint Maria Jimenez as a member of the Library Board; and,
WHEREAS, the Alvah N. Belding Memorial Library Board members have recommended the appointment of Maria Jimenez to this board; and,
WHEREAS, City Council has determined that Maria Jimenez meets the eligibility requirements for appointment to the Library Board as set forth in the City Charter, Section 4.4(f).
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan, that Maria Jimenez be, and the same hereby is, appointed as member of the Alvah N. Belding Memorial Library Board with a term to commence on February 1, 2015, and to expire on December 31, 2017.
E. Authorized Representative of the SAW Grant Project – Bruce Brown
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING DESIGNATING INTERIM CITY MANAGER BRUCE BROWN AS THE AUTHORIZED REPRESENTATIVE FOR THE SAW GRANT PROJECT.
WHEREAS, on November 19, 2013, the Belding City Council designated City Manager Meg Mullendore as the Authorized Representative for the SAW Grant Project, but she is no longer employed by the City of Belding; and
WHEREAS, Interim City Manager Bruce Brown is currently serving in this position.
NOW, THEREFORE BE IT RESOLVED that Bruce Brown is designated as the Authorized Representative for purposes of the SAW Grant Agreement.
Council Member Scheid stated the Housing Commission met, but he was stuck at Houghton Lake. They are working on their annual plan.
Council Member Lallo stated he attended the Museum Board meeting. Two museums are being added to the Tri-River Network. The board will host the Tri-River luncheon this year. There will be a color tour to Muskegon in October. The Big Read grant application was submitted. If the grant is received, the Tom Sawyer kickoff will be held during Labor Day. Tonda and Shelley are the new co-chairs for Labor Day. They need more committee members and volunteers. They will host a meet and greet event on March 10 at the American Legion. Attendees can express concerns and ask questions regarding Labor Day. They have signed a contract with D & R Shows this year. The Kiss Tribute Band will play two nights. They will perform as Kiss one night and as a rock band on another night. The committee will hold a pork chop fry as a fundraiser on March 21 at the American Legion.
Council Member Jones stated the Planning Commission did not hold a February meeting. March 24 is the next meeting.
Council Member Cooper stated the Rec Board met last night. Regarding an update on Demorest, they are working on who is responsible for what. When submitting a grant request to the Greenville Area Community Foundation, a swing set is a priority, as well as a dog park and ice hockey rink. A disc golf tournament will be held on April 18 with proceeds going to the Veteran’s House in Grand Rapids.
Mayor Gunderson stated the DDA will meet this Thursday at noon at the depot. The library board is working on the Personnel Policy Handbook. Maria Jimenez will be a member of the Library Board. Katie Flynn stepped down as she has relocated outside of the library district.

Interim City Manager Brown stated he had an excellent first week. He met with approximately 50 folks for a meet and greet. Everyone is very positive about the future. They want to roll up their sleeves and help. He is very enthusiastic about being here to help out. It is a great city with a great future. Cory has been nominated for five journalism awards, for excellence in journalism.
Council Member Lallo stated he would not be here for the April 7 meeting. He thanked the Rec Board, as they have so many things to bring to our community. It is just a great thing. He loves to come to the meetings to hear what they are doing. On March 17, there will be a Good Neighbor Award for the Belding varsity basketball coach and varsity girl’s coach for the Fill the Gym event. The event was to give thanks to the community for the great facilities they have. He would applaud their efforts.
Council Member Jones thanked the city crew for getting the roads cleaned up today.
Council Member Cooper thanked Bruce for the email last week with the outline of what he did for the week. It lets them know what is going on and what they are getting. He thanked everyone for coming out tonight.
Council Member Scheid extended a welcome to Bruce. He is glad he had a good first week. He thanked everyone for showing up tonight.
Mayor Gunderson stated they would have an event policy to consider at the next meeting. A permit is necessary from the DNR to use the Rails to Trails for events. They talked about it at the authority level. They don’t know who will be responsible for the DNR permits yet, but will know by the end of this month. He thanked everyone for coming. He thanked Bruce for stepping up and moving forward in the community and for what he has done. He appreciates that.
Council Member Scheid moved to adjourn the meeting, supported by Council Member Lallo.
