A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, April 7, 2015.
Council Member Scheid delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Dennis Cooper, Mike Scheid, Jerome Lallo, Tom Jones and Ronald Gunderson.
Members Absent: None.
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Jones.
The question on the motion was called and the result of the voting is as follows:
Ayes: Council Members Cooper, Scheid, Lallo, Jones and Gunderson.
Nays: None.
There was no public comment.

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Lallo.
The question on the motion was called and the result of the voting is as follows:

Following are the resolutions contained in the Consent Agenda.
D. Appointment of city building official – Donald Eady
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN DESIGNATING DONALD EADY AS THE CITY BUILDING OFFICIAL.
WHEREAS, Section 14.27 Enforcing agency, of the Code of Ordinances states the building official shall be the “enforcing agency” of the construction code within the city pursuant to the Act, shall be responsible for the administration and enforcement of the construction code and the Act, and shall be responsible for reviewing permit applications and issuing permits pursuant to the construction code; and
WHEREAS, Donald Eady has been serving in this capacity since 2010, but has never been officially appointed; and
WHEREAS, Mr. Eady is working on recertification of the city’s ISO rating in regards to the building code effectiveness and grading schedule and he must be authorized as the city building official to continue in this process.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Donald Eady be designated as the City Building Official for the City of Belding, Michigan.
E. Redemption of Building Authority Bonds
CITY OF BELDING
COUNTY OF IONIA, MICHIGAN
RESOLUTION AUTHORIZING
REDEMPTION OF BUILDING AUTHORITY BONDS
WHEREAS, pursuant to the provisions of Act No. 31 of the Michigan Public Acts of 1948 (First Extra Session), as amended ("Act 31"), the City of Belding (the "City") has established the City of Belding Building Authority (the "Authority"); and
WHEREAS, pursuant to Act 31, the Authority has issued its Building Authority Bonds, Series 2006 (General Obligation - Limited Tax) (the "Bonds") in the aggregate principal amount of $2,810,000 for the purpose of acquiring, constructing, furnishing and equipping of an approximately 5,400 square foot library building addition; improving, remodeling, furnishing and equipping of the existing library building; and improving the site thereof (the "Project") and has entered into a Contract of Lease with the City whereby the City is obligated to make cash rental payments to the Authority in such amounts as are sufficient to enable the Authority to pay the principal of and interest on the Bonds as the same become due; and
WHEREAS, in accordance with the provisions of the Three Party Agreement effective as of April 25, 2006 (the "Three Party Agreement") between the City, the Authority and the Alvah N. Belding Memorial Library (the "Library"), all donations to the Project shall be deposited into the Bond Redemption Account as they are received and shall be used to redeem a portion of the Bonds on or about February 1 of each year; and
WHEREAS, in accordance with the provisions of the Three Party Agreement, excess Library cash rental payments which are not needed to pay the current requirements for debt service on the Bonds shall be deposited into the Bond Redemption Account and used to redeem the Bonds.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Belding:
1. The Authority shall redeem Bonds prior to maturity in the amount of $3,000 from donations made to the Project and in the amount of $29,000 from excess Library cash rental payments as required by the provisions of the Three Party Agreement. The Chairperson of the Authority is authorized to cause the prepayment in the total amount of $32,000 to be made to the United States of America (Rural Development).
2. The prepayment in the amount of $32,000 shall be allocated to the principal installments due on November 1 of the years set forth below as indicated in the column entitled "Amount of Prepayment Applied to Principal Installment":

4. All resolutions and parts of resolutions insofar as they conflict with the provisions of this resolution be, and the same hereby are, rescinded.
Council Member Lallo stated that Spring into the Past will be held on May 1 and 2, 2015 at the museum. The theme will be America’s Pastime. The floors at the Belrockton will be cleaned. The Labor Day website is running – www.beldinglaborday.com A fundraiser will be held on April 24 at the VFW featuring chicken dinners. They are taking orders. Bob Brown joined the Labor Day Committee. The tractor pulls will be held on one day this year, instead of two. There is a new insurance agent with new ideas. An internal audit was conducted and it all balanced.
Council Member Jones stated there was no Planning Commission meeting. He doesn’t know if a meeting will be held in April.
Council Member Cooper stated a Rec Board meeting was held last night. He commended them, as they are doing a tremendous job. They put a lot of thought into it. He was a student rep on the board. There is a lot going on. There will be a Leppinks sign at the skate park as they donated money for the project. About $3,000 will be needed for the sign. They made requests to the GACF for a swing set, dog park and hockey rink. Frank will be taking care of Demorest Field, five days a week, two hours a day. Police coverage and enforcement is needed in the city parks as there has been damage to equipment. They should evaluate how the police are doing things. At times there is only one on duty. There has been the issue of trash and glass in the parks. DPW needs to take care of the parks even if they are stretched thin, as it is their job. If they don’t do that, they should restructure there, as well.
Council Member Scheid stated Housing Commission would meet on Thursday night.
Mayor Gunderson stated the library board is working on the budget and personnel policy. At 10 a.m. tomorrow, Dr. Zemo, the YoYo Man, will put on a performance. There will be a recommendation to council regarding the Tax Increment and Financing Plan amendment.
Council Member Jones stated there would be a robotics demonstration on April 15 at the library.

Council Member Jones stated he was glad to see the nicer weather is here. Street sweepers are cleaning the town. He wished to thank DPW in advance, as they will be backlogged on getting things caught up. People are putting brush out. He thanked the fire department for getting the grass fires out and getting the accidents taken care of. Everyone should watch their burning. They are not supposed to burn in the city.
Council Member Cooper thanked everyone for coming out tonight.
Council Member Scheid stated it was a lot better driving this week, as everyone is gone. It will be 70 degrees for two days next week.
Council Member Lallo welcomed the owners of the Horse’s Mouth, Jen and Troy. He went to the ribbon cutting. He saw a notice on the Facebook page. It is very beautiful inside. They are always busy over there and it is a nice new business.
Mayor Gunderson thanked the Horse’s Mouth for selecting Belding. He thanked everyone for coming tonight. He asked that everyone keep an eye on damages in the city parks and trails and please report it.
Council Member Scheid moved to adjourn the meeting, supported by Council Member Lallo.
