A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, September 2, 2014.
Council Member Lallo delivered the invocation.
The Mayor led the audience in the Pledge of Allegiance.
The City Clerk took the roll call:
Members Present: Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.
Members Absent: None.
Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Feuerstein.
The question on the motion was called and the result of the voting is as follows:
Ayes: Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.
Nays: None.
There were no public comments.

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Lallo.
The question on the motion was called and the result of the voting is as follows:

Following are the resolutions contained in the Consent Agenda.
C. Request approval of DART Job Access Route with City of Ionia Dial-A-Ride
RESOLUTION NO. 2014-09-43
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPROVING THE THIRD PARTY CONTRACT AGREEMENT BETWEEN THE CITY OF BELDING, DIAL-A-RIDE, AND THE CITY OF IONIA, DIAL-A-RIDE.
WHEREAS, the City of Ionia, Dial-A-Ride desires to contract with the City of Belding, Dial-A-Ride for the provision of transportation services offered under the Job Access Program; and,
WHEREAS, the term of the contract will be October 1, 2014 until September 30, 2015, for the amount of $55,000.00; and,
WHEREAS, the City of Belding, Dial-A-Ride complies with the conditions stated in the contract with the City of Ionia, Dial-A-Ride.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the third party contract agreement between the City of Belding, Dial-A-Ride, and the City of Ionia, Dial-A-Ride is hereby approved; and
BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign the third party agreement between the City of Belding, Dial-A-Ride, and the City of Ionia,Dial-A-Ride.
D. Request approval of appointment of Shelley Gladding to the Planning Commission
RESOLUTION NO. 2014-09-44
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING SHELLEY GLADDING TO THE PLANNING COMMISSION.
WHEREAS, the City of Ionia, Dial-A-Ride desires to contract with the City of Belding, Dial-A-Ride for the provision of transportation services offered under the Job Access Program; and,
WHEREAS, the term of the contract will be October 1, 2014 until September 30, 2015, for the amount of $55,000.00; and,
WHEREAS, the City of Belding, Dial-A-Ride complies with the conditions stated in the contract with the City of Ionia, Dial-A-Ride.

RESOLUTION NO. 2014-09-44
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING SHELLEY GLADDING TO THE PLANNING COMMISSION.
WHEREAS, the term of office for Shelley Gladding on the Planning Commission will expire on September 6, 2014; and
WHEREAS, Shelley Gladding has indicated that she is interested in serving another term on the commission; and
WHEREAS, the Planning Commission has recommended her appointment to the commission.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Shelley Gladding be appointed to the Planning Commission with a term to expire on September 2, 2017.
Council Member Feuerstein stated there was a lengthy Planning Commission meeting. They got a couple chapters done in the work book. They got further on the Master Plan and will have a survey on the internet for ideas and recommendations. Council members got the minutes.
Council Member Scheid stated he was out of town on the night of the Housing Commission meeting.
Council Member Lallo stated that Millie’s is making a donation for the Belding Museum to be included in the Tri-River Museums brochure. The “Gone with the Wind” program was well attended. The quilt show will be held in November. He had a wonderful time working with the Labor Day Committee. The event was a great success this year.
Council Member Jones stated the Rec Board meets next week.
Mayor Gunderson stated the DDA met. They made a suggestion to post the link for the DDA survey on the school website. It will be there for the next two weeks. There will not be a DDA meeting in September, as they will tabulate more information. He could not attend the Library meeting.
There was no unfinished business.
The City Clerk read the preamble to the resolution.
Council Member Jones moved the passage of the resolution and the motion was supported by Council Member Scheid.
RESOLUTION NO. 2014-09-45
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE USE OF CITY STREETS, CLOSURE OF A PORTION OF ELLIS AVENUE, AND SUSPENSION OF THE NOISE CONTROL ORDINANCE FOR A 5K RUN/WALK TO SUPPORT THE “B” FOUNDATION
WHEREAS, a request was received to use city streets and close a portion of Ellis Avenue after a Belding High School football game for a 5K Run/Walk to support the “B” Foundation on October 10, 2014 from 9:30 to 11 p.m.; and
WHEREAS, the route will include Wilson, E. Washington, Hanover, Congress, Broas, Main, Depot, N. Bridge, W. Ellis to the Candlestone drive; and
WHEREAS, Ellis Avenue, from Bridge Street to Storey Road (M-91) will be closed during the race; and
WHEREAS, a police escort car will be in front and behind the participants, a police car will be patrolling the race route to keep vehicle speeds down, and intersections along the route will be guarded by the police department and race officials.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the designated city streets may be used for a 5K Run/Walk on October 10, 2014 to benefit the “B” Foundation from 9:30 p.m. to 11:30 p.m.
BE IT FURTHER RESOLVED that Ellis Avenue will be closed from Bridge Street to Storey Rd. (M-91) during the event; and
BE IT FURTHER RESOLVED that Belding Code of Ordinances Section 34 Article IV Noise Control, Section 34-76 and 34-77 be suspended for the event.

Keven Krieger, Dial-A-Ride Director, stated this is the third year the B Foundation has requested services. A shuttle is provided from the Candlestone to the football field every half hour, up to 15 minutes before the race. In the past, $24.00 was used in fuel and the driver time was donated. He will donate his time this year.
Council Member Scheid made a motion to approve the request for DART shuttle service for the B Foundation Glow Run on Saturday, October 10, 2014, supported by Council Member Lallo.
Ayes: Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.
Nays: None.
Council Member Feuerstein made a motion to award the air/heat system bid to Russell Plumbing and Heating in the amount of $29,976.00, supported by Council Member Lallo.
Council Member Scheid stated Randy was here when it started. There were to be no wall units, it would be in the floor. The bids have wall units on it. He called Cooper and they have in floor units. That is what they were told and that was what they bid on. It was because of the historic value of the building.
Mayor Gunderson stated Gregg explained everything to her during the walk through. The units run off a condenser outside on the pad. When they tried to get forced air in the attic when Randy was here, it was cost prohibitive.
Council Member Scheid stated her bid doesn’t have everything in there.
Council Member Jones stated Cooper says it takes four heat pumps. If three doesn’t do it next year, where would they be with that?
Mayor Gunderson stated the BTU’s are listed.
Jeff Jensen, Russell Plumbing and Heating, stated the calculation was based off software for a normal Michigan summer with a 20% variable. They don’t have control if someone leaves a door or window open. The areas are covered, based on normal Michigan weather. They do not use hand calculations. They use an application. An engineer could be consulted, but engineers use the same software they do. They oversized by 20%. They know it is a drafty building with old windows.

Council Member Scheid made a motion to allow the overnight use of Lightning Bend Park on September 12, 2104 by Greenville Boy Scout Troup 314 with no open fire, supported by Council Member Lallo.
Ayes: Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.
Nays: None.
Council Member Scheid made a motion to recommend to the Planning Commission to revisit Section 2.24 of the Belding Zoning Code relative to Home Occupations and revise the verbiage if needed to read more clearly and concisely of the required process for compliance, supported by Council Member Jones.
Ayes: Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.
Nays: None.
Council Member Scheid made a motion to recommend to the Planning Commission to revisit the definitions of the Belding Zoning Code of Ordinances, specifically Home Occupations for possible revision for clarity, supported by Council Member Lallo.
Ayes: Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.

Katherine Henry, 806 Wildlife Trail, thanked the Labor Day Committee for all the hard work they did this weekend. Several of them were involved, so thank you. It was an awesome weekend. She thanked the council and city manager. She was pleased to see the change in the agenda to go in a positive direction. These issues were the original concerns that started the process moving. Working with the Planning Commission to set clear, unconflicting guidelines is a good move.
Henry Kuhfeldt, 410 S. Bridge, thanked council for Labor Day. He is right on the parade route and has a suggestion to council for future consideration. He would like to recommend deploying reusable garbage cans along the route. He picked up 2-1/2 bags of trash over the weekend. As the owner of a dog, food is a risk to dogs when they are being walked.
City Manager Mullendore stated the Labor Day event was very well done, especially with the weather challenges. They got lucky with the parade and the weather, and she was grateful for that. Kudos to the Gladdings, who were instrumental in getting a new carnival. It was clean and had a good layout. It was a much better representation and will get even better attendance. The city is undefeated two years running with the spelling bee. She wishes more people would come to that, as it is good fun and rivalry with each other. It is a very good and well run event. She thanked the committee and said she was very appreciative for the premier events they bring here.
Council Member Scheid stated Labor Day was great. They were even painting the rides. It was nice not having them along Bridge St. He told Shelley Gladding what a good group they had with the carnival. There was a lot of stuff packed in there, and there was a lot more people down there. The events went well. He asked the city manager to check with SHPO on the heating system, that it is correct, so they don’t get nailed on it.
Council Member Lallo stated it is amazing to be behind the scenes when this is put together. Words cannot describe what they go through to put this together. It was well worth it. Denny Craycraft added the WWI monument and he wished to thank him. He thanked the city for the clean-up at the end. The KISS band used Verdun Funeral Home for changing and Sam Mason fed them pizza. He hopes they come back next year.
Council Member Jones stated people in the store said they had a great Labor Day Committee. Denny had the WW1 monument. It was a great weekend, other than a little rain on Sunday. A critique would be the schedule and where they are at. He went on the internet to find the fireworks time. Maybe they could coordinate with the city website and get it on there. People at the store wanted schedules. He doesn’t know how they are distributed, but they should try to get them out in more areas. He told those inquiring to get the schedule at Gus Macker. He would be willing to have his driver drop some off to other locations.
Council Member Feuerstein stated he agreed with everyone, as it was very nice, especially the parade. People wondered if the fireworks mess would be cleaned up.
Shelley Gladding stated they would work with that company to make sure they clean it up.
Council Member Jones stated he would put a plug in for the St. Joe ice cream social. It was good for the community and there was plenty to eat.
Mayor Gunderson thanked everyone for all they did the last couple years. There has been lots of change and they keep moving forward. More clean-up will be done out there, as manpower is tight. The base coat has been installed on Washington and Hall. They hope to install the finish coat on Thursday. They are working with concrete for the sidewalks and approaches for handicap access.
Council Member Lallo stated there was some vandalism on a port-a-jon.
Mrs. Gladding stated they lost four of them over the weekend.
Council Member Scheid moved to adjourn the meeting, supported by Council Member Feuerstein.
