City Manager Memo

 

Motions

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, March 4, 2014.

 

Council Member Feuerstein delivered the invocation.

 

The Mayor led the audience in the Pledge of Allegiance.

 

The City Clerk took the roll call:

 

Members Present:        Council Members Feuerstein, Scheid, Lallo and Gunderson.

 

Members Absent:        Council Member Jones.

 

Council Member Scheid made a motion to excuse Council Member Jones from the meeting, per Section 4.5(f) of the city charter, supported by Council Member Feuerstein.

 

            Ayes:   Council Members Feuerstein, Scheid, Lallo and Gunderson.

            Nays:   None.

 

Approval of Agenda

 

Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Lallo.

The Mayor called for Public Hearing – ESTABLISH INDUSTRIAL DEVELOPMENT DISTRICT FOR BELDING TOOL AND MACHINE

 

Mayor Gunderson opened the public hearing at 7:04 p.m. 

 

City Manager Mullendore stated for a manufacturing company to be eligible for an IFT, the property must be in an industrial development district.  There are 11 or 12 districts existing in the city.  This is a request from the property owner to form the industrial development district. 

 

There were no public comments.

The Mayor called for the Consent Agenda.

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Lallo.           

 

Council Member Feuerstein asked to remove Item D for discussion and move to new business.

 

Mayor Gunderson stated Item D would be moved to Item J of new business.

C – APPOINTMENT OF MIKE HAMP TO THE RECREATION ADVISORY BOARD

 

RESOLUTION NO. 2014-03-17

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING MIKE HAMP TO THE RECREATION ADVISORY BOARD.

 

WHEREAS,   Mike Hamp currently serves on the Recreation Advisory Board; and          

 

WHEREAS,   Mr. Hamp has indicated that he is interested in serving another term on the board; and     

 

WHEREAS,   the Recreation Advisory Board has recommended the appointment of Mike Hamp to the board.

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Mike Hamp be appointed to the Recreation Advisory Board with a term to expire on March 4, 2017.

The Mayor called for Reports by Council Liaisons

 

Council Member Feuerstein stated there was no meeting.

 

Council Member Scheid stated he was up north and missed the Housing Commission meeting.  The weather was bad.  They discussed the sprinkler system at Woodhaven.  They are trying to get it straightened out.

 

Council Member Lallo stated the museum had over 3,000 visitors last year.  They will do some restoration in April, including painting and floor covering. That will really fix up the place.  They will paint the community room on April 7.  He did not attend the Labor Day Committee meeting. They will try to get a KISS Tribute Band.  They are looking for suggestions for Grand Marshal. Dave Scheid is taking over the tractor pull.

 

Mayor Gunderson stated there will be a special library meeting to approve the deposit of the money from Lakeland to the ICCF.  The DDA meeting is coming up Thursday at noon. 

 

New Business

 

The Mayor called for New Business Agenda Item A – AUTHORIZATION TO ESTABLISH AN INDUSTRIAL DEVELOPMENT DISTRICT FOR BELDING TOOL AND MACHINE

 

The City Clerk read the preamble to the resolution.

 

Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Lallo.

 

RESOLUTION NO. 2014-03-18

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN ESTABLISHING AN INDUSTRIAL DEVELOPMENT DISTRICT FOR BELDING TOOL AND MACHINE.

 

WHEREAS,   pursuant to Act No. 198 of the Public Acts of 1974, as amended, the City Council has the authority to establish “Industrial Development Districts” within the City of Belding; and

 

WHEREAS,   Belding Tool and Machine has petitioned the City Council to establish an Industrial Development District on its property located in the City of Belding hereinafter described; and

 

WHEREAS,   construction, acquisitions, alterations, or installation of a proposed facility has not commenced at the time of filing the request to establish this district; and

 

WHEREAS,   written notice has been given by mail to all owners of real property located within the district, and to the public by newspaper advertisement in the Greenville Daily News and/or public posting of the hearing on the establishment of the proposed district; and

 

WHEREAS,   on March 4, 2014 a public hearing was held at which all the owners of real property within the proposed Industrial Development District and all residents and taxpayers of the City of Belding were afforded an opportunity to be heard thereon; and

 

WHEREAS,   the City Council deems it to be in the public interest of the City of Belding to establish the Industrial Development District as proposed.

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that the following described parcel of land situated in the City of Belding, County of Ionia, and State of Michigan, to wit:

 

CITY OF BELDING SABINS ADDN LOTS 1 & 2 N 40 FT LOT 3 & LOTS 17 & 18 & N 40 FT LOT 16 BLK 3

The Mayor called for New Business Item J – APPROVAL OF REVISED PROJECT AUTHORIZATION FY 2009 SECTION 5309 EARMARKS

 

The City Clerk read the preamble to the resolution.

 

Council Member Scheid moved the passage of the resolution and the motion was supported by Council Member Feuerstein.

 

RESOLUTION NO. 2014-03-19

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPROVING A REVISED PROJECT AUTHORIZATION FOR CITY OF BELDING FY 2009 SECTON 5309 EARMARKS FOR AN EXTENSION OF THE AGREEMENT UNTIL APRIL, 2015. 

 

WHEREAS,   the City of Belding, Dial-A-Ride submitted an application for federal Section 5309 earmarks for capital projects at the Depot, and Bus Garage; and,

 

WHEREAS,   the city received authorization for Agreement No. 2007-0173, Authorization No. Z6/R3 for the designated amount of $124,450.00, with an effective date of September 25, 2009; and

 

WHEREAS,   the city would like to request revisions to the authorization term to extend the  agreement until April, 2015 to allow the city sufficient time to complete the projects.

 

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Belding, Michigan, that the Mayor is hereby authorized to sign the Revised Project Authorization, City of Belding FY 2009 Section 5309 Earmarks, approving an extension until April, 2015 for project Agreement No. 2007-0173, Authorization No. Z6/R3, between the City of Belding, and the Michigan Department of Transportation.

 

Council Member Feuerstein stated it was issued in 2009, and was good until 2015.  He doesn’t know why this was not done if the money was there.

 

City Manager Mullendore stated the fire suppression was done.  There are intricacies with a historic building.  Bidders making a response must adhere to SHPO requirements.  That eliminated anyone to bid on the work.  They need due diligence in the next RFP and must work with SHPO, so it doesn’t deter businesses in bidding.  The last RFP was prior to her.  She doesn’t know where the advertising was done or which companies were contacted.  They can do a lot to have people bid on this.  In 2013, they did not get any responses. 

 

Council Member Feuerstein stated it doesn’t make sense that they can’t get it done in four years.  Now they want another year. 

 

City Manager Mullendore stated it has to be consistent with when the building was built.  This is money the city is being offered by the federal and state government.  The money would be gone if it was not used.  Heating and cooling needs to be done.  They can solicit the appropriate vendors and work with SHPO.   It must meet the time frame of the era of the building. 

 

Council Member Feuerstein asked if anyone found out what elements they need for heating and cooling?

 

Mayor Gunderson stated the specifications were handed out to bidders.  The heating and cooling is bad. 

 

Council Member Lallo asked if they could get it done in six months or a year?

 

Mayor Gunderson stated the bids came in when Sam was interim manager.  Meg has not been involved in submitting any bids.  Meg has other avenues to explore.  When a RFP is created, they have a thirty day window to explore bids.  They could get an RFP out in April and have it back in May.  They can specify a project completion date.  The timeframe would start upon being accepted by MDOT.

The Mayor called for Public Comments

 

Denny Craycraft, 11692 Youngman Rd., stated it has been an exciting last couple of weeks.  He thanked Cory for the article in the paper.  It made his endeavors very easy.  Stahlin is buying the benches plus contributing $2,000 toward the $8,000 cost of the bricks.  Verdun, Johnson- Feuerstein, Gerref and the VFW Auxiliary have made donations.  He is halfway there for the bricks.  They have ideas for the WWI monument.  They may honor Hugo Fales, possibly getting a piece of black slate and put it in with the bricks coming down as a part of the monument. They would like to give him recognition.  His father was mayor of the town when he was killed.  Lloyd Loper got some of the money for them.  The 167 names are now in alphabetical order.  By Friday they will have the website up.

 

The Mayor called for City Manager’s Comments

 

City Manager Mullendore told Denny this is great and it is wonderful when people pull together. She is glad Cory showcased it.  The city received $75,000 from Electrolux and the GRCF received $50,000.  They want a name for the endowment fund.  She asked that ideas be sent to her.  Regarding the personal property tax issue, it was eliminated by the state and it negatively impacted revenues.  The State offered to make them whole.  It made it through the Senate and is on to the House.  They want it to go through.  It will go on the ballot in August if it passes the House.  It would be dedicated to police and fire for the hit those budgets took.  It is a very equitable formula.  It would be a savings of 75%-80% over what PPT was.  There is a special board that sits over it.  They will disburse funds two months later.  It would not be on the property tax on homes.  It would affect businesses.  They would make it retro to 2015.  It would be a win for local governments for emergency personnel, so layoffs don’t continue and they could maybe add more.  The House has to pass it to put it on the ballot.  Frost goes deeper as it gets warmer.  The city would really encourage residents to run the water.  It will be discounted in the billing cycles. They will do a percentage.  When a service line freezes, it will go from the house to the main and can make the 4”-6” mains freeze if there are a lot of frozen services.  They need four weeks of consistent 40 degree weather.  They will do a list at city hall.  They intend on giving everyone a discount.  It will be discounted on the next two billing cycles.

 

The Mayor called for Council Comments

 

Council Member Scheid had no comments. 

 

Council Member Lallo stated it has been a trying winter.  Some of the sidewalks look as though they haven’t been touched all winter.  He has an issue with that.  He knows it has been difficult.  He would hate to see something happen. 

 

City Manager Mullendore stated Officer Hummel was out today issuing notices or citations.

Council Member Lallo stated he was looking forward to Leppink’s remodeling being done.  He wished to thank the Rec Board when he spoke to them relative to a city dog park.  They are somewhat on board with that.  He hopes it can be in the future of the city.  He thanked the Chamber for the gathering at Silk City Saloon.  He thanked Mark and staff for the hors d’oeuvres.  DPW did a water main break on Bridge St.  The police directed traffic.  He thanked Meg and the staff at city hall.  It has been a thankless job this winter.  Michigan Blood will be at the VFW for a blood drive on March 20 from 12:30 p.m. to 7 p.m. 

 

Council Member Feuerstein had no comments.

 

Mayor Gunderson stated it was kind of hard to keep up with the snow.  The cold weather does jeopardize the water lines, so keep the water running.  He thanked everyone for coming tonight.  They are getting more and more people, which is great, a good thing.

 

The Mayor called for a motion to adjourn the meeting.
