Motions

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, June 3, 2014.

 

Council Member Scheid delivered the invocation. 

 

The Mayor led the audience in the Pledge of Allegiance.

 

The City Clerk took the roll call:

 

Members Present:        Council Members Feuerstein, Scheid, Lallo and Gunderson.

 

Members Absent:        Council Member Jones.

 

Council Member Scheid made a motion to excuse Council Member Jones from the meeting, per Section 4.5(f) of the city charter, supported by Council Member Lallo.           

 

The question on the motion was called and the result of the voting is as follows:

 

            Ayes:               Council Members Feuerstein, Scheid, Lallo and Gunderson.

            Nays:               None.

 

Approval of Agenda

 

Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Lallo.

 

The question on the motion was called and the result of the voting is as follows:

 

            Ayes:               Council Members Feuerstein, Scheid, Lallo and Gunderson.

            Nays:               None.

Consent Agenda

A.    Approve Independent Bank Checks 62037 to 62085 in the amount of $102,250.42 and Checks 62086 to 62117 in the amount of $26,346.68

B.     Approve Minutes:  Regular scheduled meeting, May 20, 2014

C.     Appointment of Jane Forth to the Museum Advisory Board

D.    Appointment of Angie Terry to the Museum Advisory Board

E.     Rock on the Hilltop street closure request

 

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Lallo.           

 

The question on the motion was called and the result of the voting is as follows:

 

Ayes:               Council Members Feuerstein, Scheid, Lallo and Gunderson.

            Nays:               None.

C.        APPOINTMENT OF JANE FORTH TO THE MUSEUM ADVISORY

 

RESOLUTION NO. 2014-06-31

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING JANE FORTH TO THE MUSEUM ADVISORY BOARD.

 

WHEREAS,   the term of office for Jane Forth on the Museum Advisory Board will expire on June 7, 2014,      

 

WHEREAS,   Jane Forth has indicated that she is interested in serving another term on the board; and   

 

WHEREAS,   the Museum Advisory Board members have recommended the appointment of Jane Forth to the board.

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Jane Forth be appointed to the Museum Advisory Board with a term to expire on June 3, 2017.

 

D.        APPOINTMENT OF ANGIE TERRY TO THE MUSEUM ADVISORY BOARD

 

RESOLUTION NO. 2014-06-32

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN APPOINTING ANGIE TERRY TO THE MUSEUM ADVISORY BOARD.

 

WHEREAS,   the term of office for Angie Terry on the Museum Advisory Board will expire on June 7, 2014,   

 

WHEREAS,   Angie Terry has indicated that she is interested in serving another term on the board; and 

 

WHEREAS,   the Museum Advisory Board members have recommended the appointment of Angie Terry to the board.

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that Angie Terry be appointed to the Museum Advisory Board with a term to expire on June 3, 2017.

 

E.        ROCK ON THE HILLTOP STREET CLOSURE REQUEST

 

RESOLUTION NO. 2014-06-33

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE REQUEST TO TEMPORARILY CLOSE HIGH STREET BETWEEN I.O. STREET AND RANNEY STREET FOR A COMMUNITY EVENT.

 

WHEREAS,   a request was received from the Holy Cross Lutheran Church to temporarily close High Street, between I.O. Street and Ranney Street, for a community event on Saturday, July 12, 2014; and

 

WHEREAS,   the closure will provide a safe area for the community members to enjoy the music, activities and refreshments offered at the event.   

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that High Street, between I.O. Street and Ranney Street, be closed on July 12, 2014 from 3 p.m. to 9 p.m. for a community event hosted by Holy Cross Lutheran Church.

 

Reports by Council Liaisons

 

Council Member Lallo stated the Labor Day Committee had a meeting.  All chairpersons have been chosen for the event.  A road rally chair is needed.  Elementary students have been visiting the museum.  The Museum Board will be a Friends Sponsor for Labor Day.  Election of officers will be held in June.  Approximately 70 visitors attended Spring into the Past.  He thanked the Labor Day Committee and the Museum Board for all their work.  The Labor Day Committee is excited for the new carnival and events.  The Museum Board has been working on the painting and flooring.  He appreciates all the hard work the two groups have done. 

 

Council Member Feuerstein stated the Planning Commission met.  The spent a good amount of time figuring out how to handle the Master Plan and how to get people in for it.  They will meet on the 4th Tuesday of June. 

 

Council Member Scheid had no meetings.

 

Mayor Gunderson stated the DDA meets Thursday at 12 noon.  There will be a two hour meeting, including a walk around town.  They may restructure the boundaries of DDA, as it is so big it is hard to capture the monies coming in.  Everyone is welcome to attend.

New Business

Agenda Item A – Award of Demolition Contract to Rick Anderson Excavating, Inc.

 

Council Member Scheid made a motion to award the demolition contract to Rick Anderson Excavating, Inc., not to exceed $15,300, supported by Council Member Feuerstein.

 

The question on the motion was called and the result of the voting is as follows:

 

            Ayes:               Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.

            Nays:               None.

 

Public Comments

 

Mike Henry, 806 Wildlife Trail, stated he put in an application for ZBA.  There are enough numbers to restart that.  ZBA could be reinstated relieving city council of that authority.  It can go back to a volunteer board.

 

Allison Harrison, 10126 Emma Drive, Greenville, stated she is a Belding High School student, working on her Gold Award project.  Her idea is to install wood boxes along rivers to attract wood ducks.  It would benefit duck hunters. She wants to put up 5-10 boxes.  She has a local business to supply the supplies.

 

Mayor Gunderson asked that she give them her contact information.  They will find out what is allowed on the river by checking with the DNR. 

 

Craig Crebessaa, 8079 Storey Rd., stated Mr. Mensch was here for bike week.  Bike Time told Mr. Hunter that Mr. Lallo didn’t work there, because he approached them twice that he would like to do security.  They told him they had security set up.  It seems there is a conflict of interest there.  Mr. Crebessa stated he is not a board member for the event, but hopes they keep the event here.  He doesn’t understand the aggression toward Mr. Mensch.  He was asking for help.  Mr. Crebessa stated he has event experience and knows what it is like to try to get sponsorships.  It takes hundreds of hours.  He hopes the city council tries to get the event here.  The community really needs it.

 

City Manager’s Comments

 

City Manager Mullendore stated the Master Plan review will take place on June 24 at the Belrockton.  People will move from table to table to consider and prioritize goals.  There will be new goals and existing goals.  It is a very engaging process with a lot of interaction.  She would encourage anyone to come and participate for the future of our community and future development of land.

 

Council Comments

 

Council Member Feuerstein stated he received some papers from the courthouse.  People want to recall him.  He attended a hearing today, and the information was not very factual that was submitted.  It was dropped.  Another one was brought in.  It will go next week. 

 

Council Member Scheid stated he had nothing.

 

Council Member Lallo stated he heard about Rivertown Bike Week coming in.  His employment was with a security company in Muskegon.  He doesn’t work there so there is no conflict of interest.  His only concern was that Mr. Mensch mentioned the city government problems and the mall closing was the reason for the pull out.  That doesn’t prevent an event from coming or going.  He doesn’t feel it was the city’s fault that a sponsor left them.  He is still looking forward to it.    

 

Mayor Gunderson stated Music in the Park starts this week until August 21.  He finds it disheartening to think that as public servants of a government, trying to uphold the laws and changes in community, that there is a trickling down effect.  The commissions have issues with not filling these committees because of the controversy.  It is hard to understand when they feel they are doing our job, and then to fall prey to what has happened to Joe.  He would hope that people could appreciate what the boards, committees and commissions do and the time they volunteer and focus on doing the job.  He wished to thank the boards, committees and commissions.

Council Member Scheid moved to adjourn the meeting, supported by Council Member Lallo.
