City Manager Memo

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, February 4, 2014.

 

Mayor Gunderson delivered the invocation.

 

The Mayor led the audience in the Pledge of Allegiance.

 

The City Clerk took the roll call:

 

Members Present:        Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.

 

Members Absent:        None.

 

Approval of Agenda

 

Council Member Scheid made a motion to approve the agenda as presented, supported by Council Member Lallo.

 

New Business, Item A, Resolution No. 2014-02-09 will be added to New Business. 

 

The question on the motion was called and the result of the voting is as follows:

 

Ayes:               Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.

Nays:               None.

 

The Mayor called for Public Comments.

 

There were no public comments.

 

The Mayor called for the Consent Agenda.

 

A.                Approve Independent Bank Checks 61391 to 61403 in the amount of $25,120.39 and Checks 61406 to 61460 in the amount of $78,339.16 

Approve Chemical Bank Checks 6565 to 6572 in the amount of $15,983.47

B.        Approve Minutes:  Regular scheduled meeting, January 21, 2014

 

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Lallo.           

 

The question on the motion was called and the result of the voting is as follows:

 

Ayes:               Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.

Nays:               None.

 

The Mayor called for Reports by Council Liaisons

 

Council Member Feuerstein had no comments.

 

Council Member Scheid had no comments.

 

Council Member Lallo stated the Museum Board members addressed concerns at the planning meeting.  Snow removal was discussed and how to contact someone in case of an emergency and on the weekends.  The Labor Day Committee is very excited with the addition of the new amusement company.  They have a one year agreement. There will be seven or eight major rides and nine or ten kid’s rides.  It will be a memorable Labor Day. The Community Showcase will be held on April 17, 2014

 

Council Member Jones stated the Rec Board and Clock Tower committee had meetings, but he did not attend. 

 

Mayor Gunderson stated the Library Board met on January 19, 2014 and made a recommendation to city council to stay with the five member board with the contributing townships included.  That will come to council.  The Fred Meijer River Valley Rail Trail group meeting will be held on Monday at 7 p.m.  The ZBA meeting was held on January 23, 2014 to consider a non-use variance for the Blunt property.  That was passed 3-1.  There will be a ZBA meeting on February 17, 2014 to approve the minutes for the January 23, 2014 meeting, as requested by the attorney for Dan Blunt.

 

New Business

 

The Mayor called for New Business Item A – AUTHORIZING THE APPOINTMENT OF BECKY SCHLIENZ AS DEPUTY CITY CLERK

 

Council Member Scheid made a motion to approve the resolution, supported by Council Member Lallo.

 

RESOLUTION NO.   2014-02-09

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELDING, MICHIGAN AUTHORIZING THE APPOINTMENT OF BECKY SCHLIENZ AS DEPUTY CITY CLERK

 

WHEREAS,   the city clerk wishes to appoint a deputy city clerk to perform functions of that office; and

 

WHEREAS,   Becky Schlienz is a qualified candidate to hold that position; and

 

WHEREAS,   MCL 87.10 states the appointment of the deputy clerk by the city clerk is subject to the approval of the city council.

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Belding, Michigan that City Clerk Kareen Thomas is hereby authorized to appoint Becky Schlienz as Deputy City Clerk for the City of Belding.

 

Ayes:               Council Member Feuerstein, Scheid, Lallo, Jones and Gunderson.

Nays:               None.

 

The Mayor called for Public Comments

 

There were no public comments.

 

The Mayor called for City Manager’s Comments

 

City Manager Mullendore stated Jason Marcum from Belding Tool and Machine will be requesting the establishment of an industrial development district, as the first step in filing an IFT Application.  That should be in this week.  Jen Wangler from the Right Place through ICEA has been working with him.  He will be progressive with an increase in expansion. She attended a conference last week and will provide council with information from that.  Social engagement is a huge component.  There was discussion on the best mechanism for touching the entire the demographic base.  There were other sessions.  An official from the Big 12 talked about officiating, and applied that to elected and appointed officials.  Reggie Smith was the speaker.  There was a lot of good information.

 

The Mayor called for Council Comments

 

Council Member Scheid had no comments. 

 

City Manager Mullendore stated the last 50 tons of salt was just ordered.  The city can order another 20% to 30% at the same price.  Sara Shriver stated they will decide on how to make up the snow days when the season has passed.  They are six days over at the present time.

 

Council Member Scheid stated DPW has done a wonderful job, putting in a lot of hours.  You will have days that they can take care of the snow, and if there is going to be more snow, why do it twice?

 

City Manager Mullendore stated there was something on the news about Kent County having a 17 to 18 year old truck break down.  The city has 21, 24 and 26 year old trucks. 

 

Council Member Lallo stated he would agree with Mike, that DPW is doing a fine job with the snow. He was over to the Saloon and that is great for the community and it was packed.  He is looking forward to the ribbon cutting this Thursday.  Last Saturday he went to the Museum and Dion Sower was there with his police dog.  It was very informative.  There was a great turnout.  They will have more things going on at the museum.  He was thankful that nothing happened to the abducted woman and she did not have any injuries.

Council Member Jones asked if she had heard when the arbitration hearing was for Mr. Cooper?

 

City Manager Mullendore stated it would be May 4 or May 7.

 

Council Member Jones stated there would be no winner or loser in the situation.  He asked what it would cost the city if he was reinstated?

 

City Manager Mullendore stated the arbitrator would decide.  Sometimes there is not back pay.  She has not projected the cost.

 

Council Member Feuerstein had no comments. 

 

Mayor Gunderson stated there would be a ribbon cutting at 11 a.m. on Thursday at the Silk City Saloon.  The grand opening was this weekend.  The food is really good.  It tastes more like homemade food.  Chamber After Hours will be held on February 19, 2014 at 5:30 p.m. at the Silk City Saloon.  The annual chamber meeting will be held on March 20, 2014 at the Candlestone. 

 

The Mayor called for a motion to adjourn the meeting.

 

ADJOURNMENT

 

Council Member Scheid moved to adjourn the meeting, supported by Council Member Feuerstein.

 

Ayes:               Council Members Feuerstein, Scheid, Lallo, Jones and Gunderson.

Nays:               None.

 

The Mayor adjourned the meeting at 7:25 p.m.
