City Manager Memo

 

 

A meeting of the City Council of the City of Belding, Michigan was convened in open and public session at 7:00 p.m. on Tuesday, September 3, 2013.

 

Mayor Gunderson delivered the invocation.

 

The Mayor led the audience in the Pledge of Allegiance.

 

The City Clerk took the roll call:

 

Members Present:        Council Members Feuerstein, Scheid, Belding, Jones and Gunderson.

 

Members Absent:        None.

 

The Mayor called for Public Comments.

 

The Mayor called for Good Neighbor AwardICCA Volunteer Drivers for Meals on Wheels Program

 

Mayor Gunderson made the presentation and expressed appreciation for their volunteer service.

 

The Mayor called for the Consent Agenda.

Council Member Scheid made a motion to approve the consent agenda, supported by Council Member Belding.

City Manager Mullendore introduced Richard Zemla, City Assessor.

 

The Mayor called for Council Liaison Reports

 

Council Member Feuerstein stated the Planning Commission meeting was cancelled.

 

Council Member Scheid stated he couldn’t attend the Housing Commission meeting, but they are conducting normal business.  For a new group of people running Labor Day, it went great.  There was a good turnout for most of the events.  People were amazed at the number of people coming in for the truck and tractor pull.  The fireworks were great.   There was a huge tent and everyone loved it.  It was a good weekend.  The car show went well.  Lynn’s kickball tournament had three teams.  Everyone had a wonderful time this weekend, it was great.  There was a good group of people that took over certain events and made them happen. 

 

Lynn Mason stated, on behalf of the committee, the city was so helpful in so many ways.  They had a goal that they would be positive.  It was a new committee.  When they had people on the committee like they did, they had high expectations.  They treated people with respect.  On behalf of the committee, she said thank you to the city for helping it go smooth.  There were 65+ businesses who gave money or support.  They wanted to raise as much for the community as they could for charitable organizations, as well as for profits.  They had good activities and weather.  They are very happy and exhausted. 

 

Council Member Scheid stated Scott has a lot of energy and keeps things moving.  He is very familiar with that atmosphere.  Things were really organized.  It was a good time.  The city crew did a great job of picking things up.

 

Council Member Belding stated the Museum Board met and the Peaceful People display was a big hit.  All three days at the museum were well attended.  She worked one of the days and people came from all over the place.  They took in a lot of donations over the weekend.  They always come up with new and creative things to keep things interesting.

 

Council Member Jones stated the Rec Board meets next week.

 

Mayor Gunderson stated the Library Board is working on the by-laws.

Council Member Scheid made a motion to affirm denial of FOIA Appeal – Kimberly Orlich – David Thomas dated May 7, 2013 as requested documents do not exist, supported by Council Member Belding.        

 

The question on the motion was called and the result of the voting is as follows:

The Mayor called for New Business G – AFFIRM DENIAL IN PART FOR FOIA APPEAL – KIMBERLY ORLICH – RESERVE SERGEANT DATED MAY 3, 2013, NUMBERS 1 AND 5 AS THE REQUESTED DOCUMENTS DO NOT EXIST, NUMBERS 2-4 DO NOT MEET THE REQUIREMENTS OF APPEAL PURSUANT TO PUBLIC ACT 442 THEREFORE MUST BE REJECTED

 

Council Member Jones made a motion to affirm denial in part for FOIA Appeal – Kimberly Orlich – Reserve Sergeant dated May 3, 2013, numbers 1 and 5 as the requested documents do not exist, and numbers 2-4 do not meet the requirements of appeal pursuant to Public Act 442 and therefore must be rejected, supported by Council Member Belding.

Council Member Jones made a motion to reverse denial of FOIA Appeal – Kimberly Orlich – POLC money 2012 and 2013 dated April 9, 2013 upon receipt of payment of FOIA request, supported by Council Member Belding.        

 

The question on the motion was called and the result of the voting is as follows:

The Mayor called for Public Comments.

 

Lynn Mason, 11637 W. Ellis, asked how many dollars have been spent on this ridiculousness?

 

City Manager Mullendore stated it was over $16,000.  Last week, she spent 30% of the week on this.  It will take another 30% to follow up with this.  That has to be done, instead of doing things for the rest of the citizens.

 

Ms. Mason stated that money could be used to make donations to many worthy causes, instead of wasting her time.  She believes in people’s rights, but this is abusive.  There is a reasonableness to one’s rights.  It comes the time when her (city manager) rights are being violated.  It is unfortunate and she wishes there was another way.   

 

City Manager Mullendore stated it is very frustrating.  There are things she and the staff could do for the entire community.

 

The Mayor called for City Manager’s Comments

 

City Manager Mullendore wanted to say how impressed she was with the Labor Day activities.  A former employee in a community she worked in thought it was great, and that their community should replicate this.  It was very well run.  She partook in some special events.  They didn’t have a lot of issues.  The weather was great.  It was great to be a part of this event and be proud, and it was awesome.  She said Amen to the Redskins Thursday night.  It was an awesome game.  She said it was great to be a Belding resident and part of a forward movement with good things happening.  She wanted to say thank you.

 

The Mayor called for Council Comments

 

Council Member Scheid had no comments.

 

Council Member Belding stated she enjoyed every minute of it.  The new Labor Day Committee should receive a Good Neighbor Award.  The plight was put there and they came together as a team and were positive.  They should be recognized for that.

 

Council Member Jones wished to compliment everyone who worked so hard on Labor Day.  Mike was deeply involved and was run ragged.  Lynn and Frank were both beat.  He can’t thank the committee and all working on it enough for all the work they did on such short notice.  It was terrific.  There were good comments and compliment after compliment.  Regarding FOIA, he understands where the public act came from.  Belding has been pretty much, if they asked a question, they got an answer.  The city doesn’t try to hide or conceal things.  Because Detroit drug their feet on processing or denying requests, the legislature is asked to loosen FOIA requests even more.  It has been pretty fair for both sides at this time, except for the abuse they have had.  It has taken all of council an hour to process the information.  There are seven people on board, which is a day’s work.  The audience has more enjoyable things to do.  It is ridiculous, but ultimately there is a reason to keep information open to the community.  Belding has done an exceptional job over the years. 

 

Council Member Feuerstein had no comments.

 

Mayor Gunderson stated he agreed with the Good Neighbor Award for the Labor Day group.

He thanked the city, DPW, Police and Fire for doing their jobs and getting things around.  The Legion and VFW were all a part of this.  It was just one of those years, a big celebration.

 

The Mayor called for a motion to adjourn the meeting.
